Dubai Land Department Launches the Emirati Real Estate Business Incubator

The Emirati Real Estate Business Incubator is an ambitious new program introduced by the Dubai Land Department (DLD) to accelerate the professional growth of Emirati real estate brokers and nurture the formation of full-scale Emirati real estate agencies. The initiative is created in collaboration with Dubai Silicon Oasis (DSO), the New Economy Academy, and Rochester Institute of Technology, Dubai (RIT Dubai). The first six-month cycle begins on October 27, 2025, targeting 50 Emirati firms to transform from independent brokers into institutional brokerage outfits.


Strategic Purpose & National Vision

At its heart, the Emirati Real Estate Business Incubator aims to build a sustainable foundation of Emirati-led brokerage firms, rather than a reliance on individual agents. DLD intends this to be a key lever in reinforcing national participation in Dubai’s real estate sector, raising competitiveness, and embedding international best practices into domestic firms.

Omar Hamad Bushahab, Director-General of DLD, emphasized that through this incubator, DLD wants “a new generation of Emirati brokers who can establish leading brokerage firms, contributing to the market’s sustainability and solidifying the UAE’s position as a global hub for real estate investment.”

This incubator aligns with the national “Emirates: The Startup Capital of the World” campaign, supported by the UAE Ministry of Economy and Tourism, the UAE Government Media Office, and over 50 government agencies, accelerators, incubators, and academic institutions.


Program Details & Participant Scope

  • Cohorts & Timeline: The incubator will support 50 Emirati real estate firms in two batches (25 per cohort). The first cohort launches on October 27, 2025. By the end of 2026, the goal is to graduate 50 fully operational Emirati brokerage companies rather than only individual agents.

  • Eligibility & Fees: The program is freely offered for UAE citizens. Alumni of the Emirati Real Estate Broker Program (i.e., certified Emirati brokers) are eligible to apply.

  • Format: Training is delivered in person at Dubai Silicon Oasis, blending classroom instruction, workshops, mentoring, and hands-on project work.

  • Support Services: Participants will gain access to shared services in HR, financial management, technology infrastructure, content creation studios, and developer/financier partnerships. Graduates will also receive an “Intilaq” license and one year of post-incubation mentorship.
